No, but it's either Cripslash or Hundred Blades. Take your pick. It's also more fun than Sever Artery imo. Besides, cripple can be useful at times.
In NM, I go Conjure Cripslash most times, not because it's better than a D-Slasher, but because it's easy enough to not matter. Of course I'd run a D-Slasher if I needed to maximise my damage, but I've found if you can hold aggro to a good extent, it really doesn't matter what elite I'm running.
Seeing as though you've got Factions now, here's a D-Slasher to try out:
[card]Sun and Moon Slash[/card][card]Standing Slash[/card][card]Galrath Slash[/card][card]Dragon Slash[/card][card]"For Great Justice!"[/card][card]Flail[/card][card]Healing Signet[/card][card]Resurrection Signet[/card]

[skill]Sever Artery[/skill] is a 4 adrenaline and non-elite setup for Gash.
And frankly, [skill]Sever Artery[/skill][skill]Gash[/skill] really suck for PvE.
There's way better ways to deep wound stuff besides using two skills that barely give any +damage, require the target to be bleed-able, and require the target to not die after Sever Artery. [skill]Wounding Strike[/skill][skill]Dismember[/skill][skill]Slayer's Spear[/skill].....
For Dragon Slash, use [skill]Enduring Harmony[/skill] with [skill]"For Great Justice!"[/skill]. That's 30 seconds out of 45 of near constant +42 damage attacks with ~10% AP or whatever your Strength is.
Or use [skill]Dragon Slash[/skill][skill]Brawling Headbutt[/skill][skill]Steelfang Slash[/skill] if you want to spam knockdowns.
[skill]"Watch Yourself!"[/skill] is a must on PvE warrior builds with 8 or more Tactics unless you have another warrior using it.

Hundred Blades is most definitely not more a waste of your elite slot than a more expensive, elite version of Sever Artery with a mostly pointless Crippling side-effect. Given those options, and provided its PvE, I'd definitely take Hundred Blades.. especially in a Conjure build.
But that said, I'd still use Dragon Slash over either one.

Hundred Blades is a great skill although I can see why some dont like it, with Dragon Slash under FGJ! you attack 5 times ( to get 10a ) then your free to Slash for 30seconds ( minus the time it took to charge DS ), with HB under FGJ! you can instantly gain **At Least** 4 adrenaline, if you manage to hit two foes at once, which is a lot of the time in PvE, you gain **8a** instantly, and yes it may not have the extra damage of DS but I think its mre reliable, you dont have start over if HB misses like you do with DS.
It also works well with a Conjure build, or any build build with some +damage to attacks skills ( Splinter Weapons for example ).
Meh just thought I would argue HB's case a little.

Deep wound is overrated in PvE, it's much more useful in PvP.
